The Lima Conference

It was not just one more conference, but rather an essential gathering that took place from May 23-25 in Lima, Peru.
This conference marked the first disagreements between the partisans of nations supporting an ambitious treaty and those who favor a minimal text.
In the Oslo declaration, the final formulation is ambiguous. It speaks of prohibiting submunition bombs that have “unacceptable consequences for civil populations.”
It is thus necessary to debate the concept of “unacceptable” consequences for civil populations. The question of defining submunition bombs in the future treaty is thus a major issue.
