The Oslo Conference

On the road to a treaty against submunition bombs...
The negotiations opened in Oslo on the initiative of Norway on February 22 and 23, 2007, marked the start of a cycle of international conferences that aim to give rise to a treaty prohibiting submunition bombs before the end of 2008. Forty-six of the 49 nations present committed to the process of establishing the broad outline of a legal instrument that would prevent the ravages perpetrated by these arms from occurring.
Handicap International aims to be particularly present at these debates. The association will be especially careful to ensure that technical debates on these arms, notably their division into categories according to the rate of duds, do not dramatically reduce the impact of the planned prohibition.
